This position provides administration-wide leadership and coordination for program integrity, compliance, system development, and operational improvement across the Homelessness, Housing, and Support Services Administration (HHSSA) programs and in partnership with other areas of DHS, state and federal agencies, tribal governments, and other stakeholders. The position will lead the development, implementation, and continuous improvement of HHSSA programs that ensure consistent operational practices, effective policy administration, risk management, and organizational accountability. The incumbent independently analyzes complex programmatic, organizational, operational, and regulatory issues; establishes objectives and priorities; develops and implements processes, delivery systems, controls, and performance measures; and coordinates cross-functional initiatives to improve program effectiveness, efficiency, accountability, and compliance. The position exercises considerable independence and delegated authority to identify systemic risks and opportunities, develop and implement solutions, and coordinate changes affecting multiple programs and organizational areas, while providing senior leadership with recommendations on matters requiring executive direction. The position serves as a key resource for interpreting and implementing changing federal and state requirements, strengthening program integrity, mitigating fraud, waste, and abuse, and ensuring effective stewardship of public resources while supporting equitable and effective delivery of human services. Responsibilities include, but are not limited to the following: -Administration-Wide Program Integrity Coordination, Strategic Direction, And System Development -Design, Implement, And Coordinate Administration-Wide Systems and Processes to Mitigate Risk of Fraud, Waste, And Abuse. -Coordinate With All Areas of DHS On Agency-Wide Program Integrity and Compliance Initiatives -The Incumbent Will Participate Fully in Administration-Wide Activities Including Equity Work, As Well As Documenting and Creating Standard Templates and Processes for Their Key Responsibilities to Ensure High-Quality Work.

Three (3) years of work experience providing consulting services, advisory, or strategic oversight for housing, homelessness, or support services program. Experience must clearly demonstrate: -Analytical skills to evaluate program integrity trends, payment integrity findings, and continuity of care outcomes using and analyzing data from state and federal reporting and compliance systems (e.g., the Homeless Management Information System, Excel, Contracts Integration System, etc.). -Project and change-management skills in the areas of program integrity, compliance, risk mitigation, and operational effectiveness. -Working knowledge of the laws, rules and regulations of federal and state homeless response funding and managing responses to state and federal audits and litigation related to fraud, waste and abuse. -Experience providing direct oversight and monitoring of providers receiving state funding including grantmaking. -Experience managing teams or projects.

-Variety of experiences working effectively with others from different backgrounds and cultures. -Technical and analytical knowledge sufficient to assess, design, implement, and evaluate complex organizational processes, management systems, methodologies, and practices. -Ability to assess how economic trends, shifts in the role of government, demographic changes, technological developments, and other environmental factors may affect HHSSA’s operations, resource utilization, organizational effectiveness, and ability to achieve strategic objectives. -Highly developed conceptual, analytical, interpersonal, facilitation, negotiation, and communication skills to evaluate complex issues, synthesize diverse information, develop alternatives, and communicate recommendations to executive leadership and stakeholders. -Ability to synthesize diverse information and communicate recommendations to leadership and stakeholders. -Advanced technical and analytical knowledge sufficient to assess, design, implement, and evaluate complex organizational processes, management systems, methodologies, and practices. -Master’s Degree or higher in health sciences, public health, psychology, or related degree.
