***This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.*** This position serves as the key fiscal expert and leads the statewide BRASS (Budget, Reporting, and Accounting for Social Services) fiscal reporting and classification function for DHS and DCYF Financial operations. Using State and Federal guidance and regulations, this position analyzes and recommends changes to the BRASS classification structure, evaluates fiscal reporting impacts, develops fiscal reporting alternatives, and coordinates implementation of approved changes across program, fiscal, and system operations. In collaboration with senior leadership and policy staff throughout the Department of Human Services (DHS)/Department of Children, Youth, and Families (DCYF), the position identifies, researches, and analyzes new fiscal reporting options and develops proposals and recommendations for incorporating BRASS into fiscal reporting or data gathering to enhance the use, integrity, and understanding of the BRASS classification structure. Responsibilities include but may not be limited to: • Serve as the Financial Operations Division lead representative for the continued development, utilization, compliance and updating of the statewide BRASS (Budgeting, Reporting, and Accounting for Social Services) classification structure serving as FOD’s subject matter expert and a leading member of the DHS/DCYF BRASS Team. • Develop, maintain, and refine the BRASS classification structure and ensure its accurate, consistent, and compliant application in fiscal reporting. • Maintain BRASS documentation, guidance and communication materials to provide accurate, current, and consistent information regarding BRASS requirements and system operations to program staff and local agencies. • Provide BRASS guidance and technical assistance to counties and Tribes regarding program and service entry to promote accurate, consistent, and fiscally appropriate statewide reporting. • Coordinate BRASS system alignment and operationalization with SSIS (Social Service Information System)/CCWIS (Comprehensive Child Welfare Information System) staff to ensure DHS/DCYF program and fiscal requirements are accurately reflected in system functionality and applied consistently statewide. • Cross train and serve as back up for the DHS SEAGR (Socal Service Expenditure and Grant Reconciliation) and Social Service Fund County Reporting System.

Experience must demonstrate: • Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to manage the accounting functions. • Knowledge of financial systems, databases, and Microsoft Office applications. • Interpreting and analyzing fiscal data, reports, and records. • Presentations, meeting facilitation, and/or conducting training involving fiscal and non-fiscal teams.
