In coordination with the Central Grants Office, the Substance Use Disorder Grants Manager exists to provide leadership and direction, for the lifecycle of culturally specific grants and contracts processes, with a focus on substance use initiatives across multiple program lines. This includes facilitating the pre-award, RFP and RFP process, award, post-award, monitoring, and close-out phases of the grant process in accordance with state and federal laws, regulations, and mandates. The Grants Manager will collaborate with internal teams, Tribal Nations, urban American Indian community leaders, and other partners to ensure culturally specific needs are met effectively. Additionally, this position will partner on targeted activities, projects and outcomes with the American Indian Substance Use Policy Lead and other Behavioral Health Administration staff, staff from other DHS divisions and other state agencies. The incumbent will be involved in providing technical assistance, consultation and be the tribal liaison for the Substance Use Block Grant within the Tribal Nations and urban American Indian communities. This includes significant partner engagement and program area expertise. The incumbent, reporting directly to the AI Team Substance Use Supervisor, will report on various activities, projects, and outcomes to other supervisors and managers within the agency, division or department. Additionally responsibilities include, but are not limited to: -Substance Use Disorder Tribal Liaison and Community Engagement -Grant and Contract Management -Budget and Financial Administration
Two (2) years of experience working with grants and/or contracts for a human services or mental health program. Experience must clearly demonstrate: -Knowledge of current substance use disorders prevention service strategies and evidence-based best practices. -Strong understanding of core grant management standards and practices. -Project and program management skills that include evaluation and tracking grant budgets. -Lived experience in an Urban American Indian community or experience working with American Indian communities providing services. *Bachelor’s degree in social work, psychology, public health, or other related fields may substitute for one (1) year of work experience.
