If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.*** As a Medicaid Data Analyst, you will lead statewide data, fiscal analysis, and statistical research for the Financial Operations Division (FOD) related to public integrity oversight of Medicaid and other Health Care and Housing programs, providing reports, dashboards, visualizations, and consultation to county partners, senior leadership, and other key internal and external stakeholders. The incumbent will coordinate large scale data projects involving counties, tribes, and multistate agency involvement to align with the Department of Human Services’ (DHS) fiscal and strategic goals. Responsibilities include but may not be limited to: • Develop, maintain, and improve models to identify and predict potential risk, fraud, and non-compliance in the Medicaid program, and develop Tableau dashboards and create reports for internal and external partners to utilize these models. • Lead and coordinate development/implementation of new Federal Medical Assistance Percentage (FMAP) opportunities by providing data analysis and presentations to senior management to ensure progress toward DHS’ strategic goals. • Serves as primary data expert and generates complex data necessary for developing the annual Human Service Cost Report to provide counties, tribes, legislators and other interested parties data spanning services counties and tribes provide for which the policy is housed at both DHS and DCYF. • Coordinate, prioritize and complete data requests from auditors, media, and other interested parties. • Respond to internal requests for adhoc data mining and data coordination requests from Financial Operations leadership and other special projects as assigned.

Experience must also demonstrate: • Comprehensive knowledge of the MMIS/MAXIS/METS/SSIS data system (or similar eligibility system for public assistance and health care), data structure, data relationships, and processes. • Experience extracting data from data warehousing using SAS or SQL in a variety of applications. • Experience providing data and other information for auditing purposes. • Creating dashboards, reports, and other methods of synthesizing analytic results. • Knowledge of Generally Accepted Accounting Principles (GAAP) and State Wide Integrated Financial Tools (SWIFT) or similar electronic accounting system. • Understanding and experience in federal financial reporting.

• Experience extracting data from the DHS Data Warehouse. • Knowledge and experience in the Minnesota Government Data Practices Act (MGDPA). • Experience in designing, administering, and troubleshooting data models in a relational database system. • Knowledge of state and federal assistance programs and resulting data systems especially MMIS. • Demonstrated understanding of the roles and inter-relationships of local, state, federal, and community agencies in the administration of public programs. • A Bachelor’s or Master’s degree in social science, data science, analytics, research, public administration, accounting, finance or related field. • Variety of experiences working effectively with others from different backgrounds and cultures.
