With a high degree of independence, this position serves as the lead program administrator for the bonding capital program and the Homeless Youth Act (HYA) Capital program within the Grants Programs Team of the Homelessness, Housing, and Support Services (HHSSA) Administration at Department of Human Services (DHS). This position administers these capital programs by applying statutory and funding requirements, developing operational materials, and coordinating implementation with internal and external partners, including nonprofit organizations, Tribal Nations, and local units of government, to acquire, construct, and rehabilitate facilities serving single adults, families, and/or youth who are currently or formerly experiencing homelessness. The position carries full program-level responsibility for bonding and HYA Capital once temporary capital positions conclude, exercising substantial independent judgment within its assigned capital program areas. The role also supports all HHSSA GPT homelessness assistance programs, including but not limited to ESP, ESG, THP, CLI, HAS, PATH, HSASMI, HYA, and Safe Harbor. The position provides coordination with external and internal partners and contributes substantially to shaping how bonding-funded and HYA Capital-funded facilities develop statewide that improve housing stability for people experiencing homelessness across Minnesota, including people with substance use disorders, mental health issues, and developmental, physical, or other disabilities. It supports statewide efforts to improve the availability, quality, and habitability of facilities serving people experiencing homelessness across Minnesota. The position coordinates all activities related to General Obligation (GO) bond requirements and collaborates with staff administering other homelessness assistance programs, to support DHS capital improvement appropriations and legislatively directed projects. This includes expanding and strengthening emergency shelter capacity and improving the safety, quality, and functionality of facilities. The role provides information sharing and provides technical assistance to ensure projects are effectively managed and compliant with applicable laws, regulations, and funding requirements. Operating with minimal oversight, the position develops and updates operational materials, tools, and guidance that apply to bonding and HYA Capital requirements and supports consistent implementation of these capital programs to promote best practices and innovation. The position implements DHS legislative and administration priorities related to bonding and HYA Capital and provides guidance and training to DHS colleagues and other state staff based on deep subject matter expertise in capital funding and project implementation.

Three (3) years of experience working in a dedicated program or organization that provide emergency shelter, supportive housing or drop-in center programming to people experiencing homelessness. Experience must clearly demonstrate the following: -Expertise in managing Capital Projects, including knowledge of related funding and contract requirements, capital compliance standards, and interagency coordination processes. -Analyzing data from multiple sources to ensure informed and compliant program administration. -Program management and process improvement methods include providing training and technical assistance, and support to non-profit providers. -Working knowledge of federal and state laws and regulations, including data privacy, related to administering programs and nonprofits. -Using technology proficiently, including Microsoft Office and web tools. *Bachelor’s degree in psychology, human services, social work, public health, or another related fields may substitute one (1) year of work experience. **Master’s degree in psychology, human services, social work, public health, or another related fields may substitute for two (2) years of work experience.
