**Complete the Criminal Justice Information System (CJIS) Security Awareness training within 3-business days from the start of employment; and successfully obtain/retain CJIS certification annually. **This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. **Approximately, 5% travel. This Staff Attorney Supervisor exists to provide legal advice and direct litigation for matters originating out of the Minnesota Department of Human Services (DHS), Office of Inspector General (OIG), Program Integrity Oversight (PIO) Division. Work requires providing legal advice and consultation on issues relevant to regulatory oversight and enforcement of Medicaid-related regulatory oversight and enforcement programs. This position also exists to determine, secure, and allocate resources within a unit of the OIG Legal Division, and to provide legal advice to senior leadership to accomplish the objectives of the OIG PIO division. This position also supervises a team of attorneys in the OIG Legal Counsel’s Office. The incumbent will direct and coordinate legal advice and litigation, determine allocation of unit resources, and direct work, and monitor production and performance of unit staff on program integrity oversight and enforcement matters and their intersection with other areas of DHS. To do so, incumbent will have regular interaction with DHS senior management, OIG executive management and staff, DHS General Counsel’s Office, Minnesota Attorney General’s Office, and other internal and external partners regarding criminal, civil and administrative actions involving the OIG. **All DHS Leaders are expected to demonstrate and develop the five (5) competency themes: • Leading Self • Leading Others • Leading the Organization • Leading Outside the Organization • Getting Work Done

**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.** • JD degree from an ABA accredited law school; • Current license and in good standing to practice law in Minnesota; • At least 5 years’ experience as a practicing attorney in an area of law related to the position with 1 of the years working as a supervisor or in a leadership/lead role; and • Knowledge and experience with state and federal data privacy laws as they relate to human services programs. Experience must demonstrate the following: • Strong legal research, analysis, and writing skills; • Building and maintaining good working relationships with internal and external stakeholders; • Providing legal advice to executive leadership on diverse and complex human services and data privacy matters; • Supervision of staff including mentoring and fostering professional development or serving in a lead/leadership role; and • Experience in one or more of the following areas of law related to the position or closely related field as determined by the hiring agency: o Administrative law. o Civil Litigation.

• Subject matter expertise in administrative law and other related areas of law, including government data practices, contract law, Limits on Receiving Public Funds and federal laws including but not limited to the False Claims Act Medicaid and Medicaid waivers, federal Anti-Kickback laws, Medical Assistance for Needy Persons, Drug Abuse Office and Treatment Act, Consolidated Appropriations Act, Substance Use Prevention, Treatment, and Recovery Services Block Grant Act, 42 U.S.C. Subchapter XIX.. • Knowledge of and experience handling issues related to state and federal laws as they relate to state agency programs and services. • Experience identifying agency-wide implications of litigation and legal issues and engaging agency leadership and the General Counsel’s Office. • Experience drafting and advising on the development of legislation and legal policy affecting a state agency. • Demonstrated leadership experience gained through supervision of professional legal staff. Including the ability to accomplish a range of complex work by maximizing the skills and abilities of staff. • Team building skills, including superior communication, written and public speaking skills • Possesses skills to interpret complex state and federal laws, rules, and regulations. • Variety of experiences working effectively with others from different backgrounds and cultures.
