The Cost Allocation Fiscal Analyst manages the agency-wide processes to charge staff salary costs and allocate administrative costs accurately, timely, and in compliance with federal and state regulations. The incumbent provides consultation, education, and troubleshooting to all Department of Human Services (DHS) divisions regarding federal cost allocation regulations and reporting requirements. Responsibilities include but are not limited to the following: • Serve a leadership role as a cost allocation expert and advisor for the various divisions and programs of the Agency and a team lead of the Budget and Cost Allocation work unit. • Manage the agency-wide supplemental time reporting process including quarterly employee federal certification and bi-weekly time tracking allocation to ensure payroll costs charged to federal awards are accurate, supported by quality supporting documentation, and meet federal requirements. • Lead the agency-wide quarterly cost allocation process to ensure that the federal shares of administrative costs are maximized, calculated, collected, distributed, and reported in compliance with all federal and state regulations. • Maintain Public Assistance Cost Allocation Plan (PACAP) supporting documentation and compile quarterly amendments for submission to the federal Health and Human Services, Cost Allocation Services.

Experience must demonstrate the following: • Working with current cost allocation methodologies and philosophies. • Experience with supplemental time reporting processes. • Analyze financial and statistical data. • Provide training and/or support for financial staff on cost allocation. • Statistical and analysis skills sufficient to conduct financial calculations, trend analysis, and/or determine the appropriate driver of costs. • Familiarity with Statewide Integrated Financial Tools (SWIFT) or similar accounting systems.
