The Fiscal Operations Budget Analyst will establish, oversee, and continuously refine division-wide financial policies for state and federal funds administered by the Aging and Adult Services Division of DHS and the Minnesota Board on Aging. This position is responsible for managing, directing, and ensuring fiscal integrity, proactively mitigating risk , and upholding robust compliance across multiple funding sources, including grants from the U.S. Administration for Community Living (ACL), the Centers for Medicare & Medicaid Services (CMS), the Minnesota Legislature, and private entities. As a recognized strategic leader, the incumbent leads advanced budgeting, comprehensive financial reporting, innovative internal controls, grant administration, optimized vendor payment processes, and effective appropriation support, ensuring alignment with state and federal regulations while optimizing financial operations.

Experience must include: • Experience interpreting federal OR state laws, regulations, standards, and policies specific to fiscal compliance and financial reporting o Ex. Extensive knowledge and expertise of federal grant-in-aid standards contained in Grant Regulations (such as 2 CFR 200 or 45 CFR Parts 74 and 92), Uniform Administrative Requirements, Cost Principles and Single Audit standards, OR as other federal and state directives impacting MBA and DHS grant-in-aid programs • Experience developing procedures and tools using existing financial data reports to inform and standardize budget development and fiscal tools used to monitor and assess for accuracy and compliance with standards and policies. Bachelor’s degree in economics, finance, public administration, or related field may substitute for 1 year of professional experience OR Master’s degree in in economics, finance, public administration or related field may substitute for 2 years of experience
