As a member of the State Medical Review Team (SMRT), Disability Analysts determine disability as part of eligibility for Minnesota Health Care Programs, including Medical Assistance ABD, MA-EPD, TEFRA, Managed Care Exclusion, SNBC, and MA Home and Community-Based Waiver services. Each year, SMRT processes more than 14,000 disability determinations and completes over 2,400 level-of-care assessments. Disability Analysts apply state and federal laws, including Titles II, XVI, and XIX of the Social Security Act, as well as Social Security Administration and state policies, to issue accurate and timely determinations. They work closely with clients, advocates, medical providers, counties, schools, employers, and other partners to gather and review evidence, and prepare detailed, legally sound written rationales that synthesize complex medical, vocational, and legal information.

Two (2) years' experience determining disability eligibility under Social Security Disability law, determining financial or medical eligibility for Medical Assistance and related programs, or conducting functional or clinical assessments in a public or private sector, healthcare, or human services setting. Experience must demonstrate three or more of the following: • Experience independently applying Social Security Disability laws, including Title 20 of the Code of Federal Regulations and the Program Operating Manual (POMS), to evaluate medical and vocational evidence and develop or issue disability determinations or recommendations consistent with federal and state requirements • Experience using and interpreting policy and procedure manuals, such as ONESource, EPM, CBSM, CFR, or POMS to support eligibility determinations • Experience interpreting complex medical records and understanding medical terminology across physical and mental health conditions to assess their impact on functioning • Experience writing analytical reports or summaries synthesizing medical and functional information • Evaluating medical and vocational evidence and applying clinical or professional judgment to develop treatment plans or determine eligibility/disability in alignment with regulatory requirements
