This position integrates fiscal management, grantmaking, contracting, operational processes, and compliance functions to ensure cohesive and compliant administration of funding administered by the Resettlement Programs Office (RPO). Provide oversight and monitoring of the Resettlement Programs Office budget including federal funding through the federal Office of Refugee Resettlement (ORR) and investments by the Minnesota legislature in compliance with Federal and State laws. The incumbent is responsible for the ongoing operation of federal/state grants, funds, and other funding sources consistent with state and federal policy, guidance and legislation. Provide leadership in the development, implementation, dissemination and communication of policies and procedures related to implementation and development of grant allocation methodology and fiscal monitoring. Provide supervision to the Fiscal and Operations team and oversee payment and financial data for the division, including budgeting, grant and contract processing, payments, financial reconciliation, document management, continuity planning, and other RPO division-wide operations. Oversee the grants and contracting process, in collaboration with the program managers, to ensure all grants and contracts are following state and federal fiscal and contract policies and financial integrity protocols; and develop and maintain a grants and contracts process which includes strong internal controls and quality improvement efforts. Some responsibilities include, but are not limited to: -Provide supervision and oversight of financial and contracting activities related to the Office’s grant agreements and contracts. -Provide fiscal analysis, compliance oversight, and reporting for state and federal funds and grants, including monitoring expenditures, preparing federal budget estimates, supporting legislative fiscal work, and coordinating audit and internal control activities. -Supervise financial, contractual and administrative staff and manage Division-wide processes and operations. -Provide leadership and oversight of and RPO compliance with Central Office planning, processes, and functions.
Demonstrated leadership experience. Leadership experience can include: -Experience as a supervisor, lead worker, team leader, project lead; -Completion of a State of Minnesota leadership program (e.g., ELI, L4); -A paid/unpaid position leading a program or chairing a committee (e.g., ERG) - Experience must include: o 1+ year of experience identifying issues, goals and strategic actions o 100+ hours per year commitment AND Four (4) years of advanced level experience working in a refugee program related to fiscal management for delivery and/or providing services that demonstrate the following: -Knowledge and experience with the Grants Management Life Cycle. -Experience utilizing accounting or financial software. -Familiarity with Generally Accepted Accounting Principles (GAAP). -Adhering to state and federal statutes, laws and regulations. -Experience managing complex funding streams.
