This positions exists to provide strategic leadership and administrative oversight for waiver policy compliance, legislative provisions, training, and complex operational initiatives within the Disability Services Division (DSD). Responsibilities include: • Supervise and develop professional staff responsible for implementing, maintaining, and advancing home and community-based services (HCBS) waiver policy and related system changes • Coordinate work across multiple DSD and Department of Human Services (DHS) teams, including: o waiver policy o fiscal policy and analysis o federal relations, o licensing o provider enrollment, and o the Office of Inspector General (OIG) • Lead cross-functional policy and operational initiatives that affect waiver plans, service delivery systems, and statewide implementation • Balance competing priorities, allocate resources, coordinate workloads, and ensure timely, consistent, and accountable work products during periods of significant policy, legislative, and systems change • Establish strategic division priorities and represent the division on complex, high-visibility issues involving executive leadership, legislative initiatives, CMS requirements, and cross-administration coordination • Lead strategic initiatives that impact multiple statewide programs, including federally approved waiver plans, and provide organizational leadership to support counties, Tribal Nations, and providers in implementing and complying with enacted legislation, federal requirements, and waiver plan provisions • Remove systemic barriers, promote organizational alignment, and ensure policy and operational decisions advance DHS strategic priorities and long-term program sustainability

Demonstrated leadership experience* *Leadership experience can include: • Experience as a supervisor, leadworker, team lead, project lead; • Completion of a State of Minnesota leadership program (e.g. ELI, L4); • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include: o 1+ year of experience identifying issues, goals and strategic actions o 100+ hours per year time commitment AND 4 years of professional work experience in home and community-based services (HCBS), waiver policy or legislative processes. Experience must include the following: • Experience with long-term services and supports (LTSS) and HCBS practices, standards, and processes, at a level suitable for supervising staff involved in policy development and strategic planning activities • Principles of public policy and administration, including program policy development processes to design, establish, and implement policies, directives, and instructions • Federal and state policies, regulations, and laws that affect all stakeholders including people receiving services, families, advocates, Lead Agency Staff, providers, legislators, and administrators
