The American Indian Substance Use Disorder (AI SUD) Grant Manager exists to provide leadership, direction, and coordination for all phases of culturally specific grants and contracts processes, with a focus on substance use disorder treatment and opioid abuse services are available. This includes overseeing the pre-award, award, post-award, monitoring, and close-out phases of the grant process in accordance with state and federal laws, regulations, and mandates. This role also involves the development, coordination, and management of Request for Proposal (RFP) processes; contract drafting and execution; grant monitoring; and providing technical assistance to grantees. The Grants Manager will collaborate with internal teams, Tribal Nations, community leaders, and other stakeholders to ensure culturally specific needs are met effectively. Additionally, this position will partner on targeted activities, projects and outcomes with the SUD Clinical Policy Team and other Behavioral Health Administration staff, staff from other DHS divisions and other state agencies. The incumbent may be involved in providing technical assistance Tribal Nations. This includes significant stakeholder engagement and program area expertise. The incumbent, reporting directly to the AI Team Supervisor, will report on various activities, projects, and outcomes to other supervisors and managers within the agency, division or department. Some responsibilities include, but are not limited to: - Provide leadership in grants management for all partners toward increasing local capacity building activities for implementation of Medicated Assisted Treatment and Substance Use Disorder services. Plan with partners to develop and enhance local capabilities to deliver treatment support and recovery services for Opiate Abuse in a flexible, integrated, person-centered, cultural, and community-based service system that meets the individuals, families and communities’ needs holistically. - Lead RFP development for culturally specific SUD/Opioid Abuse grants, ensuring inclusive and comprehensive solicitation processes. - Budget and Financial Administration
Two (2) years of advanced level experience managing Tribal/American Indians Urban grants. Experience must demonstrate: - Knowledge of culturally specific invention models related to mental health treatment services. - Experience managing substance use related grants. - Understanding of Minnesota Health Care Programs to include Medical Assistant, General Assistance Medicare, and Minnesota Care. - Lived experience in an Urban American Indian community or experience working with American Indian communities providing services. *Bachelor’s degree in public health, behavioral health, or another closely related fields may substitute for one (1) year of work experience.
