This position exists to act as a principal policy specialist for federal and state health care programs, including Medicaid, Children's Health Insurance Program (CHIP) and Basic Health Plan (BHP) and their respective subprograms. This position develops high-level and detailed analysis of state and federal program regulations and related costs, analysis of interactions with other state and federal programs, develops impact statements, recommends policy direction, advises management in health care program policy formulation and manages legislative activities related to both internal and external proposals. This position also leads work and provides technical policy direction to Human Services Program Representative 2 staff in HCEA.

Three (3) years’ experience in health care program policies demonstrating: • Extensive knowledge of Minnesota Health Care Programs eligibility policies and associated state and federal laws, policies, and regulations. • Experience researching, analyzing, and developing complex policies from a variety of primary and secondary sources to synthesize policy arguments or recommendations in issue briefs, policy documents, or legal memos or briefs. • Knowledge of Minnesota’s legislative process and experience conducting legislative activity (drafting bill proposals, providing technical assistance and bill analyses, attending and testifying at hearings). • Presenting complex information to a variety of stakeholders.
