This hybrid role combines quality assurance and program evaluation of Minnesota's publicly funded long-term care Home and Community-Based Services (HCBS) waiver programs serving older adults and individuals with disabilities. The incumbent interprets and analyzes complex state and federal legislative policies, regulations, and compliance requirements related HCBS waiver programs, translating this information into quality assurance metrics to assess the compliance of Lead Agencies (County, Tribal Nation, and Managed Care Organizations). Key Responsibilities: • Plan, design, and develop quality assurance and evaluation methods to determine Lead Agency compliance with state and federal requirements and ensure continuous improvement in HCBS program administration at both the state and local levels • Guide the development of data collection and reporting instruments, including database development and management • Execute comprehensive statewide quality assurance reviews and multi-source program evaluations These efforts work to promote an equitable and sustainable long-term care system and continuously improve the administration of HCBS waiver programs across the state.

Experience must include the following: • Experience with state and federal regulations related to Home and Community Based Services (HCBS) programs including Medical Assistance, waivers, home health care, or self-directed services, etc. • Experience using data systems such as MMIS, MAXIS, MN-ITS, SSIS, or MnCHOICES. • Experience in system analysis, research methods, and continuous improvement to evaluate and improve programs. Bachelor’s degree in Public Policy, Human Services, Public Health, Statistics or related field may substitute for 1 year of professional experience OR Master’s degree in Public Policy, Human Services, Public Health, Statistics or related field may substitute for 2 years of experience
