The incumbent in this position will provide supervisory leadership, strategic direction, and operational oversight for all justice-involved behavioral health initiatives within the Behavioral Health Administration. This position serves as the primary supervisor and coordinator for complex justice-involved programs including the Medicaid Section 1115(a) Reentry Demonstration waiver, carceral youth Centers for Medicare and Medicaid Services (CMS) compliance requirements, Department of Corrections (DOC) residential substance use disorder certification processes, and emerging justice-involved behavioral health initiatives. The position requires comprehensive coordination across multiple state agencies, including the Department of Corrections, Department of Health, Office of Addiction and Recovery, counties, tribal nations, and federal partners. The incumbent will supervise staff responsible for policy development, program implementation, grant management, compliance monitoring, and service delivery coordination for justice-involved populations across the continuum of care. This is a highly visible position that requires expertise in both behavioral health systems and criminal justice operations. The incumbent will lead transformative initiatives that bridge the gap between incarceration and community-based care, ensuring seamless transitions and improved outcomes for justice-involved individuals with behavioral health needs. The position plays a pivotal role in Minnesota's efforts to reduce recidivism, improve public health outcomes, and advance equity in behavioral health services for justice-involved populations. The incumbent will provide direct supervision to specialized staff while collaborating extensively with internal and external partners to ensure coordinated implementation of justice-involved behavioral health initiatives. This position requires deep understanding of federal and state regulations, evidence-based practices for justice-involved populations, and the ability to navigate complex interagency relationships. Domain of responsibilities include: -Exercise supervisory authority so that applicable labor agreements and plans are equitably administered, and employees will effectively perform assigned job duties to achieve the annual objectives of the section. -Provide supervisory leadership and strategic oversight for the Medicaid Section 1115(a) Reentry Demonstration waiver implementation and implementation of carceral youth CMS compliance requirements coordinating youth justice-involved behavioral health services. -Oversee Department of Corrections residential substance use disorder certification processes and coordinate SUD services in correctional settings. -Lead development and implementation of emerging justice-involved behavioral health initiatives and coordinate strategic planning for future programs.
Demonstrated leadership experience. Leadership experience can include: Experience as a supervisor, lead worker, team lead, project lead; Completion of a State of Minnesota leadership program (e.g. ELI, L4); A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - Experience must include: 1+ year of experience identifying issues, goals and strategic actions 100+ hours per year time commitment AND Four (4) years of advanced level of experience working with a justice-involved behavioral health initiatives program. -Current Minnesota licensure in behavorial health field. -Extensive knowledge of behavioral health treatment systems, particularly as they relate to justice-involved populations. -Thorough understanding of criminal justice systems, including corrections, probation, and reentry processes. -Deep knowledge of federal and state Medicaid regulations, waiver programs, and CMS requirements. -Advanced understanding of trauma-informed care, evidence-based practices for justice-involved populations, and cultural responsiveness. -Comprehensive knowledge of federal and state laws, regulations, and policies governing behavioral health services in correctional settings. -Experience with project management, contract management, and vendor oversight.
