The purpose of this position is to develop, deploy and administer a program that provides for limits on receiving public funds, as specified in Minnesota Statutes Section 245.095. The position works closely with the Assistant Deputy Inspector General for the Office of Inspector General’s (OIG’s) Program Integrity Oversight Division; managers, supervisors and staff in all OIG divisions; and partners in multiple areas of DHS, at counties and Tribal nations, and at other state and federal agencies. Responsibilities include but are not limited to the following: • Lead the ongoing planning, implementation and project management processes for the OIG’s implementation of Minn. Stat. 245.095, Limits on Receiving Public Funds. • Coordinate and lead partner engagement related to Minnesota Statutes Section 245.095, Limits on Receiving Public Funds. • Lead the OIG’s activities related to Minn. Stat. 245.095 by supporting OIG leadership in sensitive, political and executive level interactions; provide analysis and recommendations; and develop executive level communications.

Experience must demonstrate the following: • Lead the development and implementation of policies, procedures, and standard work document. • Coordinate the development and administration of a system to collect data and information. • Develop and implement a partner engagement plan, including a communications plan. • Coordinate the development and administration of a system to collect data and information.

• Strong understanding of management principles, including project management tools. • Prepare written materials describing the planning process, goals, data collected, recommendations or action plans regarding project activities. • Develop and implement a risk mitigation plan related to this program. • Thorough understanding of federal and state legislative process, requirements, and functions. • An in-depth understanding of OIG’s and DHS’s business, organization, functions, and resources. • An understanding and experience soliciting and managing external vendor contracts and budget. • A thorough understanding of agency and cross-agency business and policy relationships associated with transitioning staff and functions to new agencies. • Construct tables, graphs and maps to display data/information as needed. • Prepare project reports, documentation, and oral presentations to a variety of internal and external partners. • Variety of experiences working effectively with others from different backgrounds and cultures.
