The Health Care Eligibility Policy Analyst & Liaison position is part of a dedicated team of policy staff at the Minnesota Department of Human Services (DHS) on the Health Care Eligibility and Access Families with Children and Adults Eligibility Policy team. This position conducts analysis of federal and state legal authorities governing MHCP, maintains and updates the Eligibility Policy Manual, drafts bulletins, policy documents, issue memos and other communications about policy changes, and responds to inquiries from state, county, and Tribal partners about health care eligibility policy. In addition, this position serves as a liaison between DHS and Minnesota’s health care assisters, including Health Care Navigators, Certified Application Counselors (CACs), and representatives from other community-based organizations that support applicants and enrollees through the MHCP eligibility and enrollment processes. This position educates, informs, assists and collaborates with these partners regarding complex MHCP eligibility policies.

Three (3) years’ professional experience with Minnesota Health Care Programs (MA and MinnesotaCare), or another state’s Medicaid program’s eligibility rules and laws, that demonstrates one or more of the following: • Experience developing, researching, and analyzing complex policies or relevant state or federal laws independently and with a team. • Experience writing formal policy documents, issue or legal memos, or written recommendations that summarize a new law or policy change • Participation in policy implementation initiatives and projects. • Experience developing content to communicate new policies, changes, and clarifications to a broad audience. ***Bachelor's degree in political science, public administration, sociology, English, philosophy, or related field may substitute for 1 year of professional experience OR Juris Doctor (J.D.) or Master’s degree in public policy, public administration, public health, health policy, law or related field may substitute for 2 years of professional experience***
