This posting will be used to fill multiple vacancies. This Policy Consultant will develop and propose policies which result in positive outcomes for people with disabilities. Example responsibilities include: • Provide leadership, direction, planning and coordination of policy development and service implementation • Coordinate operational initiatives across the Disability Services Division (DSD) to support home and community-based services • Provide communication, technical assistance and training to internal and external stakeholders to support development and implementation of HCBS projects and strategies with a strong focus on residential services • Conduct data and policy analysis to ensure that Community Support Administration reforms, service development and Minnesota’s four home and community- based waivers for people with disabilities align with federal Medicaid policy • Conduct deep service-level data analysis across approximately 30 HCBS services • Utilize advanced methods like regression modeling and mapping, with access to the state data warehouse • Tracking over-under-utilization, identifying systemic gaps, and informing policy recommendations The role supports internal stakeholders, contributes to waiver amendments, and frequently collaborates on federal reporting. It also plays a central part in building dashboards, guiding CSA-level strategies, and maintaining analytic tools and reporting products. 3 years of specialized professional experience interpreting federal and state laws and regulations governing state and federal health care program eligibility requirements. Experience must include: • Experience with and knowledge of Long-Term Care programs and eligibility for public financing parameters and procedures • Knowledge of Minnesota's legislative processes, document formats and accepted procedures for introducing and supporting proposed legislation • Understanding of Minnesota's health care systems, health care provider roles and responsibilities, and financing alternatives
